Gather your materials by visiting your local home improvement store. If you don't find the necessary steel there, you should try the Steel/Steel Yards/Scrap Steel sections of your local Yellow Pages and ask a metal smith to cut it to the required dimensions for you.
Start assembling the blocks together. Apply a generous amount of liquid nails adhesive to the ends of the cinder blocks. Once glued together, they should resemble a small wall made of cinder block. Place the blocks with the holes facing upwards.
Apply a generous amount of adhesive to the tops of the cinder blocks. Place the plywood plank on top of the cinder blocks with adhesive. The plywood should cover the cinder block holes completely. Put some weight on top of the plywood while the glue dries for a better bond.
Take the steel construction adhesive -- get either glue or putty -- and apply a decent amount to the insides of both steel angles. Place each angle firmly on either side of your plywood-and-cinder block construction. Put some weight on top of the steel as the adhesive dries. Now that it has been strengthened with the steel, the cinder block ledge should be durable enough for you to move it around. However, it will weigh about 130 pounds.
