In addition to nonprofit agencies, commercial entities, residences and state, local and tribal governments can apply for to the High Energy Cost Grant Program. Besides solar panel installation, eligible projects may involve wind, biomass and hydroelectric power, as well as initiatives that increase energy efficiency. Additionally, applicants must reside in a community where energy costs are 275 percent or more of the national average. Administrative costs for grant proposals may not exceed four percent of the requested funds. Finally, successful applications must demonstrate how their plans will benefit the community as a whole.
High Energy Costs Grants range from $75,000 to $5 million, depending on the nature of the project. In 2010, the program had $15.5 million available for successful proposals.
Applications must respond to the USDA's Notices of Funding Availability, which are published on the Federal Register and Grants.gov. Applications include narrative proposals written according to the Notice's certifications, forms and supporting documentation.
