Grants for Concrete Recycling in Pennsylvania

Implementing a successful recycling program can be an expensive endeavor. In particular, concrete recycling programs can be extremely costly due to the capital costs of equipment required and the weight of the material, which leads to significant transportation costs. Fortunately, Pennsylvania'a Department of Environmental Protection frequently offers opportunities for grant funding to encourage the proliferation of recycling programs within the state.
  1. County Planning Grants --- Eligibility

    • Like the other recycling grants offered by Pennsylvania's government, the County Planning Grants program is only available to "the governing body of the county." Because the state Department of Environmental Protection is aggressively encouraging local governments to implement public recycling programs, it's unlikely that it will subsidize private recycling initiatives in the future.

    County Planning Grants --- Funding Levels

    • County Planning Grants can fund as much as 80 percent of direct project costs. "Direct costs" include staff, consultant or subcontractor time; travel; supplies; in-kind services; and miscellaneous costs. Capital costs --- equipment and construction --- as well as costs associated with grant preparation, direct salaries and other "indirect" costs aren't eligible for the County Planning Grants. The maximum amount of funding one county can receive during one fiscal year is $75,000, as of 2011.

    County Planning Grants --- Application

    • Before a county government applies to the County Planning Grants program, it must meet with a Department of Environmental Protection Regional Planning and Recycling Coordinator about grant requirements and the prospective project. Counties must send two copies of their proposal on recycled paper to the department via physical mail. A complete application must include applicant information, a summary of and justification for the concrete recycling project, a description of the project's scope of work, a proposed budget for the project and other related documents and forms.
