Place at least three sheets of newspaper on a hard working surface, such as a table. During the manufacturing process there may be debris, thus newspaper helps streamline cleanup.
Place safety goggles over your eyes and wear protective gloves. Carefully take a clear 100-watt light bulb and cut off the metal tip of the light bulb, which is located underneath the glass dome portion of the bulb, using a serrated knife. Smooth any rough edges with sandpaper.
Remove the contents of the light bulb directly onto the newspaper. Do not squeeze the light bulb too tightly or it may break. Remove dust and other particles from the interior of the light bulb by rinsing the bulb with cool water. Set the light bulb aside to dry.
Gather a bottle cap from a 2-liter soda bottle, and create two small holes in the cap using a screwdriver. Make sure the holes are large enough to fit a standard drinking straw.
Carefully insert the straws into the bottle cap. When inserting, only allow 2 inches of each straw to stick out of the underside of the cap.
Check the light bulb to see if it is dry. If still wet, do not proceed until the interior of the bulb is dry. When dry, add ground up tobacco into the light bulb.
Attach the bottle cap to the tip of the light bulb. If an airtight seal is not created, secure the cap to the bulb by wrapping duct tape along the edges.
Ignite a standard cigarette lighter and hold the flame 2-inches below the bulb and move it in a circular motion. After a few minutes you will see a light vapor begin to form. Place your mouth over one of the straws and inhale as you would with a traditional cigarette.
