Remove eight inches of soil from the area that will be paved. Place the soil in a wheel barrow and haul it away to a place well away from the area to be paved. This soil is littered with grass and weed seeds and should not be placed back into the excavated area.
Level the soil using a hard rake. Do not allow the soil to become compacted, however. Apply weed killer to the soil using a garden sprayer. Allow the weed killer to seep into the soil and set for 24 hours. This will kill any dormant grass or weed seeds that remain in the soil. Then use a gas powered compactor to pack the soil. Rent the soil compactor from any tool rental store.
Place filter fabric down over the soil. Overlap the landscaping fabric by six inches to prevent weeds from growing between the seams. Use fabric staples to hold the fabric down.
Cover the fabric with six inches of crushed gravel and distribute it evenly. Pull a string across the excavated area and measure down from the string to get an even distribution. Compact the crushed gravel using the compactor. Run the machine over the surface for one to two hours, depending on the size of the driveway. The area is now weed free and ready to be paved.
