Wear safety glasses and rubber gloves to protect yourself from the cement materials.
Sweep the area surrounding the spalled area with a push broom. Apply cement cleaner to the area, and scrub the cement with a scrub brush. Rinse the cleaner from the cement surface with a power washer.
Pour a cement-bonding agent into a paint tray and roll a long-handled paint roller into the contents. Roll the bonding agent over the spalled area in the cement driveway. Use a push broom to spread the bonding agent over the spalled cement, working it into the deeper depressions as you push the broom back and forth.
Pour cement overlay mix into a five-gallon bucket and mix it with the recommended amount of clean water according to the instructions included with the bag.
Attach a paddle mixing attachment to the end of a power drill and mix the cement overlay until the consistency resembles a milkshake.
Tilt the bucket onto the spalled area of the cement driveway, and spread it over the area with a long squeegee. Smooth the surface of the overlay with a cement trowel. Use the trowel to feather the edges of the overlay to blend in to the surrounding cement driveway. Allow the cement overlay to dry for 24 hours before using the driveway.
Brush an even coat of cement sealer onto the driveway according to the directions given with the product.
