Use a shovel to clear the area of grass and debris. This eliminates the risk of weeds and grass growing through the gaps, which causes the pavers to move. Spread a layer of sand 1-inch thick. Use a rake to level the sand with a garden rake. Tamp the sand with a tamper. This tool has a flat 12-inch square plate at the bottom of a 4-foot pole.
Place the tiles on the sand. Start at one corner and work your way across laterally. Lay a level across each paver as it is placed to make it is level.
Spread sand across the area the pavers were placed. Sweep the sand into the grooves. This will stop the pavers from shifting. You may have to do this a few times when you first put them down. The sand will shift if it rains. After heavy rains, spread more sand and sweep it into the cracks.
