If the PVC glue has not yet dried, use a razor, scissors or other sharp object to pull as much of the glue out of the carpet as possible. Be careful not to cut of otherwise fray the carpet.
Spray a water displacement agent over the area, and allow it to soak for 10 minutes. When the area no longer looks wet, try to pull some more of the glue up using a sharp object. If it is still too difficult to remove, spray the area again and allow the water displacement agent to set.
Fill a small bowl with hot water, and add 1 teaspoon of laundry detergent.
Using a disposable rag, rub the water-detergent mixture into the affected carpet area. Use as much force as necessary without tearing strands of the carpet. The remaining glue should come off in thick clumps.
Vacuum or use a specialized carpet cleaner on the area to get rid of any remnants.
