Remove any old carpet and padding from the stairs. Carefully cut any carpet and padding off the stairs, being careful not to cut through to the floorboards and damage the wood.
Pull any tack strips and remaining tacks out of the floorboards and sides of the stairway with the flat edge of a hammer. Hammer down any loose nails or rough edges.
Nail down any loose treads or risers.
Repaint any areas that are chipping or in need of a fresh coat of paint.
Sweep the stairs and, if necessary, mop as well. Make sure your stairway is clean and ready for carpeting.
