Use a stud finder to locate the studs in the garage wall where you intend to install your floor-to-ceiling cabinets. Mark the positions of the studs on the wall in pencil.
Measure the space where you plan to install the cabinets using a measuring tape. Measure along the wall to determine the length and height of your cabinets. Build your cabinets using 1-by-10-inch pine, making the cabinet depth 10 inches.
Cut two pieces of 1-by-10-inch pine to the length measurement you just determined using a circular saw. These boards will serve as the top and bottom panels for your cabinets. Cut two more pieces of 1-by-10-inch pine to the height of the cabinet, minus two inches, for the side panels.
Arrange the four boards you just cut into a rectangular shape. Sandwich the side panels between the ends of the top panels and align the edges. Drive 2-inch wood screws through the top and bottom panels into the thickness of the side panels to secure the frame.
Stand the pine frame upright so the underside of the bottom panel is flush with the garage floor. Slide the cabinet into position against the desired wall in your garage. Install the cabinet frame by driving 2-inch wood screws at an angle through the top, bottom and side panels into the wall studs.
Measure and mark the position of your cabinet shelves along the side panels in pencil. Cut your shelves out of 1-by-10-inch pine using the length measurement of the cabinet, minus 2 inches to account for the width of the side panels.
Slide the shelves horizontally into place between the side panels where you made the pencil marks. Secure the shelves by driving 2-inch wood screws through the side panels into the thickness of the shelves.
Drive additional screws at a downward angle through the back edge of each shelf into the wall studs for added support.
Cut a sheet of 1/2-inch plywood using the overall length and height dimensions of your cabinet to serve as the cabinet door. If you like, cut the sheet of plywood into two or more sections to make multiple doors.
Hold the cabinet door(s) flat against the cabinet frame and install two metal hinges along one edge of the plywood. If using multiple doors, install two metal hinges per section. Screw the other side of each hinge into the cabinet frame to attach the door.
Fill all screw holes with wood filler and allow the filler to dry completely. Sand with fine-grain sandpaper the surface of the cabinet frame smooth, including the areas where you applied the wood filler.
Paint or stain your completed garage cabinets. Use exterior-grade paint if you choose to paint your cabinets. Protect your cabinets with a coat of clear varnish or polyurethane once the paint or stain has dried.
