Place the closet flange onto the concrete floor, around the waste pipe opening. Mark the locations of the screw holes in the flange on the floor using a marker, and then remove the closet flange.
Drill pilot holes in the concrete where you marked with the marker, using a carbide or diamond-tipped drill bit. Place the closet flange back on the floor, lining the guide holes you drilled up with the holes in the flange.
Drive concrete screws into the pilot holes you made using a screw bit attachment. Tighten the screws into the concrete floor so the screw heads sit flush against the top of the closet flange.
Insert closet bolts into the slots in the closet flange, and slide washers over the bolts. Press a wax flange onto the bottom of the toilet, around the drain opening, with the rounded side against the toilet.
Lower the toilet over the flange so the bolts go through the holes in the toilet’s base. Slide washers over the closet bolts. Press down on the toilet bowl as you tighten the nuts onto the closet bolts, stopping once the toilet does not rock in any direction.
